Why does everyone think it's a given, that if City brought on Aguero, they would have got the goal they needed to top the group?

They don't but i'd suggest they'd have had a better chance of getting the goal if they knew they needed it and brought their top goalscorer on. Especially when the worst case scenario was conceding a goal by having a go and leaving them in exactly the situation they were in.
