So this guy wants to stop them taking over his land, how can the council forcibly take over the land just to give it to man city? This has to be against EU legislation.

Ideal How can it possibly be legal for the council to obtain property by force, and turn it over to a financial entity? That can not possibly stand up to EU legislation, with regards to preferential treatment of private financial entities. If that goes through I for one will be putting the case forward to the EU comission, and they'll either have to turn me down or have a look at it.

If he's not doing anything with the land, then i believe they can do so if its in the interest of the city etc

Ideal I'll have you know that part of the EFTA regulations is that any government may not give financial preferential treatment to a private financial entity.
For example, the Norwegian government may not give one big plot of land for free to one football club, and not to all the others. That constitutes preferential treatment.
As such this case is exactly that, preferential treatment - are the other competing companies being given a fair chance to obtain this land, and is it being sold to the highest bidder?
I have previously put forward a case for review, and was satisfied with the outcome.
Perhaps you're putting on faux ignorance, but as far as I know England are also committed to the European Free Trade Agreement, if not it would surprise me greatly.
As far as I can tell, this is an open and shut case and the EFTA commission could impose millions of pounds in penalties if this goes through.
